Mel Muldrow

Mel joined the Construction Management team in 2013, bringing over 30 years of construction, operations, management, consulting and facilities experience to the role
of administrator.

He previously worked for Cheyenne Regional Medical Center as the manager and
director of central services and distribution. Later he served as the hospital’s
director/vice president of support services and facilities operations, managing such
ambitious projects as the new, nine story patient tower.

Mel also holds exemplary military and academic credentials. He graduated from the Community College of the Air Force earning two degrees: one in surgical technology
and another in health service administration. He retired from the air force in 1993.

James Chaput
Construction Supervisor

Jim joined Construction Management in 2005, but his career in construction dates
back to 1973 when, as a new graduate of Natrona County High School, Jim began a
career as an iron worker that continued for the next 30 years.

In his role with Construction Management, Jim’s many projects have included the
Equine Stalling Facility Center at the Wyoming State Fair, the Walter H. Nolte Gateway
Center at Casper College, the Wyoming Boys' School in Worland, and the new dormitories
and commissary at the Wyoming Girls' School.

Additionally, Jim owned and operated an industrial contracting business from
1994 to 2004.

Lorraine Cole
Accounting Analyst

Lorraine joined Construction Management in 2014, after having worked as the principle accountant for a lumber company for 17 years. 

A finance graduate from the University of Wyoming, Lorraine is an Accounting Analysts for CM, managing all Cap Con, major maintenance, contingency and community college budgets.

Billy Holmes
Project Manager

Billy's career in construction spans over 40 years. At Construction Management, Billy
is responsible for managing capital construction and major maintenance for facilities
under the purview of the Wyoming Department of Health.

He has also served as a project manager on the Lander Outreach Center at Central
Wyoming College, and while working in the private sector, Billy provided oversight on renovation projects at F. E. Warren Air Force Base.

Given his expertise in the health industry, Billy was selected to oversee the Wyoming
State Hospital project in Evanston and the Life Resource Center overhaul in Lander.
Billy also works with the Wyoming Department of Administration & Information
Safety Committee, helping foster awareness about safety and health.

Opal Hunt

Opal has worked for the state for seven years. She has worked in accounting and contracts, and has also facilitated State Building Commission meetings. Before her employment with the state, Opal was a bank teller.

Suzanne Norton, AIA
Architectural Project Mananger

A member of Construction Management since 2007, Suzanne has worked on a
range of high-profile projects, including the Northeast Wyoming Welcome Center,
the Southeast Wyoming Welcome Center, and the Enzi STEM Lab Facility at the
University of Wyoming.

Before Construction Management, Suzanne gained over 13 years of experience in
museum design, construction and architecture. She is a graduate of Kansas
State University and a licensed architect in two states (Arizona and Colorado).

In addition, Suzanne is poised to make a historic contribution to Wyoming as
the State Construction project manager for the Capitol Square Project.

Cori Phelps
Contract Administrator

Before Construction Management, Cori served in the Office of State Lands and Investments, working with various clean/drinking water programs.

Cori is a Cheyenne native and graduated from East High School (go Thunderbirds!).
As a Contract Administrator, Cori will work with a wide range of CM clients and stakeholders.

John Rexius, PMP
Project Manager

After seven years of working for the School Facilities Division, John decided to bring his vast experience to Construction Management. John grew up in Orin Junction, Wyoming, and graduated from Douglas High School. He pursued a post-secondary education at Casper College and Mesa College in San Diego, California. A highly accomplished professional, John has owned and operated a general contracting/home building business since 1995. He recently earned the prestigious certification of Project Management Professional (PMP) from the Project Management Institute.

Chérie Schlumpf
Capitol Square Project Specialist

Chérie works on one of the division’s most visible and important ventures: the
Capitol Square Project.

Before Construction Management, Chérie worked for the Wyoming State Auditor’s
Office as an accounting analyst.

She also has valuable experience working at the federal level, having been employed
by the United States Department of Defense.

Ryan Scranton
Project Manager

Ryan is the newest addition to the CM project management team, having joined in November 2017. A Wyoming native, Ryan earned a Bachelor of Science Degree in Civil Engineering from the University of Wyoming, as well as an Associate of Science Degree in Wind Turbine Technology from Laramie County Community College.

The bulk of Ryan's professional experience was gained in the military, where he serves in the Wyoming Air National Guard. He most recently worked as a project manager for the Wyoming Military Department's Construction and Facilities Maintenance Office.

But his diverse background encompasses all phases of state and federal construction management, including planning, programming, procurement, budgeting, estimating and building.

Tamra Wales
Contract Administrator

Tamra has been with Construction Management since 2008. As a contract
administrator, she works to assess contractual documents for accuracy,
consistency and statutory compliance.

Tamra’s first construction job was as an administrative assistant to the senior
project engineer for the City of Denver, where she worked on the DIA project.

Tamra also worked for private construction companies and served as a legal assistant.
She is a graduate of San Diego City College and Cheyenne’s Central High.

David Webb
Construction Manager

Dave has worked with Construction Management since 2015. His projects have
included the Enzi STEM Lab Facility at the University of Wyoming, the Clay
Pathfinder Building at LCCC, the Mars Agriculture Center at Sheridan College
and the administration building at Central Wyoming College.

Prior to Construction Management, Dave served as a project manager in the
Construction Facilities Management Office of the Wyoming Military Department.

He has extensive experience in all phases of state and federal construction management, including planning, programming, procurement, budgeting, estimating and building.
